I need help with this plant, need to know the name?
Are the "flowers" actually umbels of many tiny flowers? Many umbellifers (parsley family) plants are like this.
If so, what about hemlock (Conium maculatum)? Very poisonous, does have the red spots, but not sure about the rash, and round here (UK) it grows taller than that.
Giant hogweed (Heracleum mantegazzianum) is another possibility. Does make a rash, but again, bigger; not sure about the red spots.
Otherwise some other umbelliferous plant (there are not many with red spots). Wild parsnip (Pastinaca sativa) is another which makes a rash, but no spots and the flowers are yellowish.

i like richrd's suggestion of umbellifers. red spots on the stem is characteristic of hemlock, while the rash is characteristic of hogweed
here's a website about Giant Hogweed which says it causes a rash and has red spots, although i think it grows much taller than 4ft
