Flower or weed?

I have this blue flower in my backyard. But im not quite sure its a flower. It has long, green leaves, blue petals and the petals do not lok like regular pettles they look more like. wild pettles. Inside there are many little white spots. What is it:

a weed...

or a flower ?!!!

A flower can be a weed and a weed could have a flower. It's all how you look at it. A weed is a plant that is not desired..any plant.
